Quality gates

Promotion to the test environment requires:

1. dotnet test green.
2. Frontend tests and browser smoke pass.
3. TruConnect npm test green.
4. Compliance end-to-end runner: fresh 14-step pass against a clean test database.
5. Pesaflow direct API probe: pass against the eCitizen sandbox.

Production promotion additionally requires:

1. Controlled live end-to-end run against the test environment (see Live End-to-End Results).
2. Release-manager sign-off recorded against the release tag.
